That was the headline on the flyer I received with my VISA bill.  Here is what the rules state:

No purchase necessary. Use your Canadian-issued Visa card to be automatically entered into the Contest when you make a Qualifying purchase between July 1, 2008 at 12:00:00:01 am ET and August 31, 2008 at11:59:59 PM ET.

Interesting, no purchase necessary?  But you are entered by purchasing?

Hummm…  Just another credit card marketing ploy.
